In a surprise move, the Burbank City Council went outside City Hall for the selection of an interim city manager. Ken Pulskamp, the city manager of Santa Clarita, has agreed to take on that position. Burbank police investigators now have the identity of the man whose body was found on the I-5 freeway off ramp at Scott Road in Burbank yesterday.
